There is a significant differance between WAR-DRK and BST. This game gives them lots of common gear (ex: Hauberk) this axe and the other similar tabar's make up for bst's naturaly low str.
If WAR could use these weapons there would be no reason for any other melee class to exist.

Would be a sweet axe for Bst/War or Bst/Nin with another cool axe

Simple, bst has a poor range of weapons to use. Warriors and drks can use far more. BSTS need some goodie items too!
