My bet is that these are the extraodinary version of the vagabonds hose, basically its the +1 version. The chance of making +1 synthings is random and is affected by the phases of the moon.

Try the AH. If not there, try to find a crafter who's high in the guild, i guess around 30 and ask em to try and make one for you, the higher your rank in a guild the better chance you have to make a +1 item...i think...
