they allow a merchant that jumps from city to city depending on who controls an area, to bundle stacks of arrows/bolts, instead of pay gil, you pay in a carnation.
I beleive i've seen them for about 1k each at the AH although you may be able to get more if you go to the town that has this as the Mog House upgrade item.
