This can be bought in the San Doria Woodworking Guild. It is also used in 'Wondering Minstrel' quest in Windhurst Waters from NPC Jatan-Paratan. He can be located inside The Timbre Timers Restaurant. Reward for quest is Faerie Piccolo.
