Just low availability, keep checking the different auctions. I can make a crossbow even the skill rating shown above would disagree, but you need an exceptional outcome for the plus 1. I have a Taru in Windhurst for a mule and a friend in Bastok, so with my living in Sandoria and traveling to Jueno I can track the different auctions pretty well
