definetly not, no lv0 craft can make a lv 71 item >.>
(0) in the craft just means the site is unsure of the required lvl, and need more data. im sure it will be fixed when this item is "Updated"

this things effects are useful like the intelligence mind and charisma. this would be a nicer cape if it had more added HP and MP though.

what are you talking about??..it a GREAT mantle for a Mage...+9HP/MP...+3MND/INT/CHR...those stats own for this...

How is this possible? Clothcraft lvl 0 to make this one? It's hard to believe :)

Umm.. a skill of (0) means that the skill cap level is not yet known. By the way, the "level" associated with any crafted item on this site is the skill cap level, not the level needed to craft it. So if you make it, you will not get skill raises past that level (if the level listed is accurate).
