I doubt any quest pieces for an Artifact would not be atleast Exclusive. If it wasnt EX, then any Dragoon could get there AFs with just Gil, and that is just plain wrong

The reason it says its not Rare or ex is possible becouse its a Key Item, so it doesnt go into your inventory but your Key Items storage
