For a few years I have never been able to find a W.W. or other NPC that sells me these (I'm Sandy). I'm pretty sure sites like Alla and FFXIClopedia might have it wrong that this item is 2nd place. Although if anyone from Windurst can tell me that they are available at 2nd place then nevermind. But in anycase it also might be because they are Ex. Maybe NPC's do not sell other nation's CP items if they are Ex.

Well, it's supposed to mean that people from other nations (in this case, Sandoria or Bastok) can purchase a rank 8 item from a different nation at the cost of a rank 9 item from their own, so... 48k CP for this one.
Unfortunately, it appears that they may have made this an item that's only available when Windurst is in first place, and thus unavailable to anyone from a different nation. On my server, Bastok (my current rank 10 nation) is in first, Windurst is in second, and Sandoria is in third. The only item I can buy from the Windurstian NPCs at the moment is the mitts.
I'll test again when Bastok has first and Windurst has third, but that seems pretty unlikely.

These are always active in sea as long as you have signet on, so there's a very legitimate use for them (namely, BLMs using them to solo for exp and organs, and maybe RDMs who can't get something to stick).

was in lufaise meadows last night and they didn't work there, i'm very upset that i spent 40k CP's on these, especially since no one levels past 55 in conquest areas anymore, i believe SE seriously needs to make these take effect in aht urghan since it is technically outside of all nation's control

they work every where but ToAU areas.
just because you cant use these gloves in ToAU, doesnt mean they arent worth the 40k conquest points. Great for gods and HNMs. I'm about 700 exp and 5000 conquest points away from these, so I'm not sure if they work in Dynamis and Sea, but with all the other enfeebling+ gear you can use, its not really needed in a normal party anyway.
all this talk of how to get them to work... so which part is activated outside the nation? Only Int or all of them? No one ever wants to exp in the old areas so these have probably become pretty useful in higher lvl areas. These would generally always be active if you can get yourself a signet staff. Great for Blm who solo and need that extra enfeeb.

can anyone comfirm that you must have signet up for this to be active? cuz i want to get them, but if they cant be used in the new areas then im not sure i want them as much..

Whelp.. I myself have been wanting these for a while.. finally got around to checking on them... Sandy 1st, Windy 2nd, Bastok 3rd. (I'm Sandy)
Master Caster Mitts are there .. but not the bracelets.. so... don't know... I'll wait till Sandy 1st, Bastok 2nd, Windy 3rd happens... which will be a very rare occuance on Quetz .. but .. oh well..

I still have the same problem too. I think the best bet is to change to windy. I dont know if u lose ur job lvls tho. If not it shouldnt be too hard to get to rank 8.

Aye, Im not sure why its not working. Ive never needed to do such a thing, but read how to just in case I ever wanted something from Basty and/or Sandy's CP. Somepage has a tutorial about it, though you did exactly what it says to do. Very odd....wonder if they changed it with one of the updates?

i'm from bastok. I been talking to every NPC in bastok and windy to use CP but i can't find the one to give it to me. i have enough fame (if needed) CPs and im rank 9. Can someone tell me how to get these. Please dont tell me i have to become a windy citizen to get them. If u know the name and pos of npc please help ^^

These are obtained by any W.W. in Windurst. They are a Rank 8 item, and the prerequisit to get these is that Windy must be 2nd or higher in the Conquest standings. Since your from Basty, that means Basty must be first and Windy second for this option to be available for you.
Also, the conquest points needed for a Windurstian would be 40,000....yours will be signifigantly higher, but at 215+K you should be safe.

That is odd. You went to the correct NPCs. They didnt give you any option to purchase CP items? Are you positive Basty is first at the moment? Or are Basty and Windy tied?
The only reason I can think of them not offering it to you is because Basty is not ahead of Windy.

I just got Rank 8 tonight and still 6k CQ away from buying them >.>, do these work in the new areas? I know someone said you must have Signet active so I realize if you wanted to use them in the new area you couldn't have Sanction up.
Even if they did work in the new areas though these aren't all that helpful while XPing, because you typically chain VTs. With the XP bonus from Sanction chaining VTs is fast and gives XP like you're fighting ITs. I imagine I would slap these on while XPing in any Non-Besieged Conquest area where Windurst wasn't in controll.
I hardly see any RDMs ever wear these on Fairy, perhaps they aren't aware of them or too lazy to get Windy Rank 8 and 40k CQ, they definetly pwn the hell out of AF gloves in areas where they work, or even just walking around to show off. Can't wait!

Bad ass glove for mid-level range.
If I'm in an area where these work, you better bet I'm using them. I wish these were more consistant, because it's annoying to have to fix my macros everytime I head to sky or Dragon's Aery (which Windurst tends to control sometimes on Alexander) depending on the latest conquest tally.
But yeah, when these work there's simply nothing close for an RDM when it comes to boosting elemental and enfeebling skill.

It doesn't say "Citizens of Windurst" so it will work regardless of your Citizenship. Just gotta be a Windurstian to get them.

Then Sandoria can buy items from other nations, but only the items that nation offers at that place (in that case, items offered when Windurst is in 2nd). I recently got my Rank high enough to get these & one thing I've noticed other then the affect being active in areas outside your nation's control is that you have to also have Signet active to get the stat boost.

Found this out a while ago too, the hard way.
This also means that for areas like Dynamis, and probably Al'tieu(sp?) you will also need signet.
All the more reason to carry around a Signet Staff now, I guess :P
I am an outsider to Windurst (Bastokian RANK10) and i am trying to get these. On fairy currently Bastok is in first Windy 2nd. My problem is no NPC from windy allows me to access windy CP items. Does anyone know the NPC that gives these items to outsiders? Please help me out!!

Unless someone else knows otherwise to get these babies you've got to be Windurstian & Rank 8. I'm not sure about country rank since Windurst is usually always 1st or 2nd. I've switched my allegiance to Windurst just so I could get these. You'll have to start from Rank 1 again & build up 40,ooo CP when you switch.

To anyone on diabolos server from BASTOK... quit messing around and go LVL... Bastok must be filled with morons that can never take first place O.o I dont know if they craft to much, or keep dieing, or whats going on. but in all my time of amost 1.5 years ive seen bastok in first maybe 20 times that I remember.. and thats just wrong... ill never get these for Maat /cry :'(

Has there been anyone not from Windy that has been able to get these??? Because I meet all the necessary requirements and they are not availble to me. I know it has nothing to do with the current rankings cause my friend is able to get them if he were high enough rank from Windy. If anyone could help me out here that would be great!

I tried getting these the other day and couldn't. I'm Bastokan - Bastok is in first and Windurst is 2nd, and they didn't show up for me in Windurst or at the Windurstian Embassy in the Metalworks.

ok im from bastok and i am rank 9... i see that when bastok is in first i can get the other towns conquest items... is it posable to get these when bastok is in first place? cause it would be ubber on my 68 rdm ... and I refuse to move to midget town and up my ranks again, just to get these..

I got Bastok Rank 8 specifically to get these, and I can't. Bastok is in 1st, Windurst is in 2nd, and I'm Rank 8 and have enough CP, and they don't show up on my menu. Only the Master Caster's Mitts do.
Very annoyed. Almost feels like a bug, because Windurst friends have checked and said they can buy them.

You can get the Bracelets only when Bastok is in 1st and Windurst in 2nd.

Are all effects on these bracelets only effective outside of your nation's control?
If so, I'm going to switch to Windy, get up in the ranks, get this, and switch back to Bastok. Because of course, if you're from Bastok, all those conquest items that are only active outside your nation's control are always active. ^^

Ranking does matter Windhurst must be in 1st or 2nd on shiva its in last place so you can not get.
