Turning Freesword bow into federation is a HQ synth which requires extremely skill in the required craft(woodworking) to succeed.I'd advise being 30 levels higher than the item cap(26)before even trying.

um, they are lower lvl counquest stuff, that is then synthed.

I was able to buy this with conquest points from the gate guard in Sandy...
