its about a lvl 30 clothcraft synth based on my success rate with crafting it. (which means youd need about a lvl 50 clothcraft to get this as an HQ result maybe 1/5 synths)

The blue background is a bit misleading, because it's not really a HQ2 synth, it's a HQ1. The white background version is the NQ synth, and the Mercenary's Gi is the 'clear' background version.
Other items synthed from CP items follow this pattern, like Combat Caster's Cloak etc.

Actually, this is an HQ2. It begins with Mercenary's Gi. You can HQ that into Windurstian Gi. The HQ2 version is this one, the Federation Gi.
ACTUALLY, you craft using the Mercenary's Gi.
Windurstian Gi is NQ, Federation is HQ.
Try making it sometime, you'll see that you get a NQ synth when you get Windurstian.

How do i get this? craft quest? anyone? (too poor to buy after getting emp hairpin) But i'll be too high for it.
