I just tested the thing myself. Right at 25% it activated, the same time it turned red... makes sence really, the other 2 worked that way.

Just a note for those on Shiva I am currently making this set of armor. If you would like one crafted let me know. As I am low on gil and needing skill right now, I will do this if you will provide the materials and all I ask as payment is 6k or 2 HQ crab shells.

yeah it says right there in the description that you need to be lvl 61 to wear them so I would say you need to be lvl 61 to wear them
