You have to do the Race Specific Quest from goblin shop in Lower Jeuno I believe.. You just have to find a chest in one of 3 places, that the goblin will specify depending on the day of the week that you're race has fallen on.

Just bought these bad boys....yeah.....look at spending 40k+ on um...and I waited for um at the AH for five days before a set was put on.

They are race specific.... It should read:

Elder's Bracers
Type: Race Specific Gear
Slot: Hands
Def: 6 MP: 32 INT: 2
Jobs: ALL
Races: Galka
Level to Use: 27

I can't wear hume or elvann stuff.. so I'm sure these are galka only.
