yes this item caps at 79-80 in Goldsmithing
the HQ version shows that it takes 91 Smithing, which is pretty much impossible to do if you already have a craft at 80.

This craft can't be done with 0 skill in Goldsmithing, Smithing and Woodworking. I never tried it, but I don't think there is any low level craft who uses a darksteel sheet or a diamond.
