You really dont make gil until you can make +1 on an item on a regular basis, and even at the low levels making a +1 on those itmes really dont yield you much gil. FYI cloth 52+ gets really pricey.

At your crafting lvl? Unfotunatly, no. Below the skill cap for an item the chance to HQ is practically nil.
At about 30 lvl over the skill cap you will begin to see HQ's about 20%-30% of the time. Then, at about 50 lvls over the skill cap HQ's happen about 50% of the time. This varies greatly, however, depending on day and moon phase. (Check out some of the crafting forums. Very helpful.)
