No, VIT is one of Steel Cyclone's modifiers but STR is the MAIN modifier. STR>>>>>>>>>>>>VIT for Steel Cyclone

Steel Cyclone is 50% STR, and 50% VIT. Either way though, WAR AF3 has 5 VIT+ on it as opposed to the 3 on this. WAR AF3>Adaman Cuirass for Steel Cyclone, but Kirin's Osode is greater than both.
