I can confirm that this item also drops from BCNM 20 Charming Trio. I got one this weekend.

The price on this item is in a steady decline because Wings of Fury drops Astral Rings. As a result the BCNM is being done lots, and the other drops (including Thunder Spirit Pacts, FWIW) is falling.
This weapon itself is very good for its level, and I have one for doing BCNM20s and Garrison.
