When the entire Hecatomb Set is worn, the slow effect is still present. This can be tested through the casting of Utsusemi or Stun and checking /recast.
Regular Utsusemi: Ni /recast = :45 Hecatomb combined slow = +43% Utsusemi: Ni recast with Full Hecatomb = 1:04
You can even prove this with math to show that the number I'm seeing on /recast is correct.
43% of 45 Sec = 19.35 Sec Utsusemi: Ni (45 Sec) + Hecatomb Slow (19.35 Sec) = 64.35 Sec (1:04.35)
The set should be macroed in for a focused WS spike. Anything utilizing SA with this set should benefit.
I'm not too sure about the damage increase with the whole set. Dragon body, feet and hands give more Dex and Agi which is used to calculate SATA dmg and Dex for WS damage. I don't notice a big difference when equipping Str gear for WS but with the loss of Dex and AGI my SATA dmg is lower.
Hecatomb is great for jobs that use Str based WS but i'd only get legs and cap for Thf and for the rest dragon gear.
This is not a God drop, None of the hecatomb set drops from gods in sky. The items required to make the cursed stuff which can become this do drop from Sky gods.
The gods drop Abjuration items which are then used to uncurse the crafted items into the appropriate gear.
The abjurations for the Hecatomb Subligar, and Cap, are the only two that do NOT drop from gods. Subligar is Nidhogg, Cap is Fafnir.

I would still like to know if anyone has any proof if the full set of Hecatomb negates the Slow or turns it into Haste, although that seems a little ridiculous. But knowing SE, it may be true that the slow is nulled when all 5 pieces are worn, they do silly things like that without letting us know. :3
Just a quick post for your info. All hecatomb pieces are dropped off of the gods in sky. Each piece will cost you approx 1.8 million at least just for the angelskin (On Siren Server). The other materials ammount to usually 20-40k and these items must be crafted by a 100 bonecrafter if you want good success, as the harness itself requires 100 bonecraft to pull it off. Another piece of mind, boots, head, and body are very good for drg seeing as how there is nothing especially good to put in these slots besides barone boots, optical hat or wyvern helm, or an assault jerkin or (not prefered) scorpion harness. Most jobs substitute in these items but for certain cases they are efficient to wear all the time. The +strenght most definetly makes it worth the slow if that is the stat you are after. Just the same, these pants would be good to keep on thf most of the time as well.
Very interesting post there Zetsumei Scholar. As a 70 DRG I know what you mean about slow being a kick in the teeth. So in all honesty, I'm not sure what to make of these. I mean, Attack +20, DEX +8 sound GGRRRREEEAAAATTTTT but Slow +12%....that's quite a blow to the attack speeds. I think I'll take that advise and keep Dusk Trousers on the pedestal. Going after these for just macroing them in for a WS seems like an AWFUL lot of work. Well, if you've hit 75 and just do gods and such, sure why not, but I don't think I'd keep that as a goal of mine. I'll fot note it, and be sure to lot on it. But I'm not losing any sleep over it.
at first i thought these could work, but then i actually got a pair and after a few weeks i realized how awful the slow +12% is. if you're in my position (lv 75 drk who's been deciding on which pants suit him best for a couple of months now), do NOT get these, go for either crimson cuisses or abyss flanchard. i personally don't really like the adaman breeches because of the MP-20, but that's only because i wanna be a DRK who can still cast good black magic. that's also why i have abyss gauntlets instead of adaman mufflers.
if the slow works in the same way as Haste+ gear than i wouldnt touch this gear. i mean i f any thing a DRK could do with haste+ not some thing like this to slow him down -_-
on that note, its DEF is WOW so PLD's would love it, i think
To get this, you need to craft a cursed leg armor and then get a proper abjuration from a HNM drop like Fafnir and then take it to NPC in Sandoria which will craft you the final thing
I saw this on a player in Jeuno yesterday. I can confirm this is NOT in the Feet slot. It was legs. And by the way, it looks awesome! I need this on my Taru bard at 73!
