on the gilgamesh server its very even between all 3 nations. I like it if either Windurst or Bastok is in lead... just not friggin sandy ^^

I believe Psymia was making a JOKE in his post. I.E., if his server is anything like mine, Bastok hardly EVER owns ANY areas. Hence their citizens get this effect quite often ^^
Then again, if you were rich enough later on in the game, you could change your allegiance before going to an XP party for the extra damage... Talk about hardcore.

A citizen from any nation can equip this and get the bonuses from it.
The "In areas outside own nation's control:" stat is not specific to just the nation that the item can be purchased from.
Also, while I'm at, I'll also add that a player can spend their CP at any nation. For example, a citizen of Windurst could travel to Bastok and talk to their gate guards and purchase this gun.

A sense of humor really helps when reading posts. They're joking about how Bastok never has any good territory, so the "outside one's nation's control" effect will apply just about everywhere.
I know what you mean. Finally, a bastokan cp synth item THAT IS ACTUALLY USEFUL TO THOSE FROM BASTOK.
The funny part is, I just know that as soon as I'm high enough to use it, Bastok will end up in first place, and own all the territory I choose to level in for the next 10 levels...
