Here is a video I made a while ago of me using it, that way if you plan on buying one you can see what it does first:

Finally saw where these can be sold in stacks of 99... they only seem to be going for 5-7K on the Quetzalcoatl Auction Houses. Kind of a small amount for the amount of work you had to do in order to build up a full stack of these in the first place (the Moogle quest seemed to award Summer Fans far more frequently). Perhaps once Summerfest is over for a while the price will jump up again. Ya never know when some rich, carefree nobbynobs might want some lovely fans as party favors for a wedding or something...

What the heck do these things do? I used one and all that happened was a paper fan appeared in my hand for like 10 seconds and dissapered. Why would anyone pay so much for them, and can u only get them from stores now?

The "Stacks To" for this needs to be changed a wee bit, I think ^^. I've got a single partial stack of 72 of these things in my Mog Safe right now. Dunno what good they'll do me, though. I saw in AH where you could sell these one-by-one, but I didn't see a stacked version for sale (or even a placeholder for one) unless I missed it completely. These were going for 900 - 1K each on Quetzalcoatl Auction Houses during the first week of the summer festival, unless you count the first-day merchants placing them in their bazaars for anywhere from 5K - 50K. -.-;
