This is the Female Taru item that you get in the moogle quest.
This is one of the items for the Summerfest quest people were doing to get the yukata and the fans and fireworks.

I'd hope they would have a new game or new "event" rather than re-using old ones. :)
I also hope to see new events, but what's wrong with bringing back the old ones, too? It's not like you would celebrate different holidays every year IRL...
