Federation Pole 
The only reason its rare is because its hard to get hold of mercenary poles if your not windurstian. I personally synth one of these whenever I get the chance. Fed. Pole goes for about 15k on Leviathan. At 60 WW I can get this most of the time, its a level 20ish synth, so its easy to obtain if you have a ww friend. ;D
And I personally used this for my smn (pre-40), and farming on whm (pre-41, I like af club), its very nice. The best DD pole for awhile... I can't remember when the next one is, 40s I believe.
Also, they sell fast if you can synth them, and not many people synth them, I've never seen 2 up for stock at once personally.

I would say That you are Half right Orbitter. The Federation Staff is the best Damaging staff at lvl 23, but you don't exactly need melee damage as a blm now do you? At least not in a pt which is where you will most likely be fighting. But for farming you are right, this might be your best staff. For Pt's I would suggest the Elm+1 staff that adds 7 mp and 7hp. Mp is a bit more important to a blm than melee damage...for some reason ;)
I take it you never meleed in a party :) I have, though the only requirement on that is a power leveler :) When I run out of MP I charge right in there... even got some kills too :)
Best suited for SMNs ;-).

Monks can also use it, and they are pretty good with staffs..which is most likely why they have damage staves (that and for Plds).

This pole is VERY VERY RARE. I had the Windurstian Pole and that took a week to get. I eventually had to have someone make it for me as I couldn't ever find any at any of the AH's. Seeing as this one is the +1 version of the Windurstian Pole I can imagine it is even HARDER to find.
However, if you get this it's the best pole for a BLM at lvl 23.

btw: Windurstian Pole is 8k on Diabolos. Not sure about the Federation Pole though.
