The Federation, Republic, and Kingdom signet staves cannot be recharged, you must buy a new one.
The signet staves are found under Common items, though you must be Rank 10 to purchase.
Signet granted by a staff is the same as Signet granted by your nation's representative.
You can use the staff to grant Signet to members of your party, as long as they are of the same Nation as the staff.
The staves cannot be sold on auction house, but they can be sold through bazaar or traded between players.
You do not have to be Rank 10 to have the Signet staff work for you

Ok, instead of 34569634897654 people posting what they "THINK" you have to do to get this or how it works and how they got it from a friend of a friend that bought it in a monkeys uncles bazaar, how about a Rank 10 actualy post some useful information?
You get this item with 5,000 CP. It is only available if you are rank 10. Your nation DOESE NOT have to be #1 to buy it. You can use this item on others, as long as they are of the same nation as the staff. And Signet cast from this staff has the exact same effect/duration as that cast by the guards in town.

I heard the staff can be recharged by a light crystal when the 25times is used up, is that true? Anyone can confirm this?
Can you recharge these? It'd be a shame to not be able to after you spent all that time getting the conquest points or spending the gil.

What it does is it lets you cast signet on any Bastokans. This staff doesn't work on people from Sandy or Windy.
