I'm pretty sure this needs Goldsmithing also. Smithing is the main skill. Cap is way under 51 smithing as I got an HQ on my first try.

Had a fellow Smither try out this recipe and it is all correct ^_^ Thanks for the info Caubont! Rate up :-P In case anyone is interested, my friend who made it is 70 I think >.< So I still can't infer jst how low level it is.
