Like a lot of items that are dropped by families of mobs, this thing has a horrible drop rate on the regular Efts. I would assume that the higher level ones (I know of the very high level Tartarus Eft) drop it more frequently. Not really something worth farming off of regular Efts.

I left FFXI. 300 days of playtime. Tired of it, partly. Sometimes all it takes is one person to ruin something for you. Basically, Hellich is a bastard. If you see him on Leviathan, stay away. These do drop from regular efts in Bibiki Bay ... drop rate is low, but not as bad as raptor skins ;).
Low price in sandy on Sylph (1k for 1, 14k for 12) ... in Jeuno, however, they are 5k for 1, 60k for 12.... Not too bad.
