Just to clear things up people seem to be confusing this with the Adventuring Certificate. It was the Adventuring Certificate that the moogle gave you. The Adventurer's Certificate is indeed awarded to you upon getting rank 3. It's a Key Item that does as far as I know absolutely nothing.

Ok for you idiots who well obviously havent made it to rank 3 yet. You get this item for completing Mission 2-3 IN ANY NATION.
You get 3,000 gil and this item for doing it.

SE had some sort of anniversity event (Spring '04) and had a Moogle that would give out special items. One of which was the Adventurer's Certificate

In case it makes any difference to anybody, this item gives 3 Light-Elemental Energy, and the Light Moghancement. (see the guide on Moghancements).
I ran into that moogle once in Tahrongi Canyon.
I remember that he told all my stats, like how many mobs have I killed, how many times have I been KO'ed, how many NPC conversation had I have, etc.
When and where will I find him again? It seemed to me that he appeared during some special events.

Mmmk, Now, Let me enlighten you all. The way I aquired my Adventurer's Certificate was during that time of "Adventurer's Appreciation". You all remember it, There was a moogle in every town, and when you talked to them they told you everthing you have done and gave you a freaking Cracker >.< Well, Sometimes instead of a firework, they would give you a Adventurer's Certificate... it says "Your a certified adventurer... You Dummy!" Well, anyways there ya go, now random moogles are calling you dumb!

Actually, you're all talking about an Adventuring Certificate...not the Adventurer's Certificate....just fyi
