I was soloing off of snolls and buffalos at 58 and can confirm that they do drop the hides. Very very rare, but they do fall.

buffalos are all over the place in uleguerand range (sp?)
there are Buffalo, Giant Buffalo, and King Buffalo there.
only gotten the hide off of the king buffalos so far, but that's because i fight them constantly, whereas the giant and regular buffalos are too easy to be worth my time.
