Not sure where the previous person looked but you can buy this from Retti-Marutto who inside the BoneCraft guild in Windy. Shop hours 8 to 23
Although if you can find one on AH would be much cheaper. On Odin last AH sale was for 2k where as Guild is selling it for 16k eeeek!!

Just looked in Bonecrafters guild and they are not selling this item. This is a mistake, you can not buy it in Windhurst!!
