With these ribbons the give bonuses to elements, does this also enhance elemental spells?

does anyone else out there think that this ribbon seems a bit girly... I do, my buddy had one on and people made fun of him. hmm and does this pluse stuff really make a diffrence ????? is it better than the royal footmans bandanna???
