Monks, and Puppetmasters, with no spell casting ability and Rangers, with the exception of /nin sub can equip this, but why can't Ninjas? This has always irked me since when Ninjas are tanking the last thing I want is to keep getting hit and interrupted while trying to recast utsusemi. C'mon SE patch this up so NIN can use too ;>.<; (And hurry up with the PUP, COR, BLU updates... we need some AF and gear that actually compliments these jobs.

about what lvl can u hq this frequently?
I got VERY lucky and synth'd about 7 of these in a row while power leveling. I sold them at the auction house for 10k a piece, they all sold in less then 2 vandiel days!!!! 70k revenue isn't too bad.

This is worth 131 GP for guild items. THE NQ is worth 99 gp. Not worth it at all imo unless you can synth HQ's frequently and want to trade them away.
I've been using this as a RNG/NIN from level 8 to 28 (current). I'm hoping/assuming it helps with recasting Utsusemi when I draw hate.
Is it worth the 8k?

It's not really THAT worth it unless you're doing a lot of soloing or are a rdm who casts while meleeing. If you time your spells right, however, you are very likely to rarely get interrupted (at least for the earlier spells, which I assume you will be using since this is a lvl 8 item).

I bought this for 8k at the sandoria Auction house but you might be able to find it cheaper at any of the major cities. Since i have had this it has served its purpose well, interuption of a spell is allways an unhappy time mind you 8% isnt that great but combine it with a spell like Aquaveil and you have a great combonation. lets see them interupt you now.
