While making something do you need to have your synthesizing level the same as what the top says or can you be at a lower level?

I made my very first +1 cape at 8 clothcraft. It's just a random "exceptional" version of a normal cape.

i am pretty sure someone once told me that to get a +1 of whatever your making, you have to synthesize it at midnight or sometime late after dark...
