It's a bit late, but I'm hoping this info can still help some. I finally figured out what I was doing wrong trying to get my items. You must equip, or not equip the items your given to get more. If you want Pumpkinhead I or II, or Trick staff I or II make sure you have no halloween gear equipped in your head or weapon slots. If you're wearing Pumpkinhead II, you will never recieve the first one. Instead you'll be given Horror Head II. What you want to wear is as follows...
To get:
Treat staff, wear the trick staff Treat staff II, wear Trick staff II Horror Head, wear Pumpkinhead Horror Head II, wear Pumpkinhead II ____
Trick Staff - wear non halloween weapon or nothing Trick Staff II - non halloween weapon/nothing Pumpkinhead - non Halloween hat/nothing Pumpkinhead II - non Halloween hat/nothing
Of course if you have the hat you want, but are still stuck on staves, you can equip either the Horror Head or Horror Head 2. They should stop giving you hats at that point, and only pass out Lanterns or staves. Same should work the other way, wear a Treat I or II staff and only get hats and lanterns.
It still takes some time to get them items knowing this, but it should work for everyone. I wasted 200k + trying to figure out my mistake on my main, and have gotten the items for at least 5 alts for less than 50k since figuring it out. I hope it's not too late for ppl to get this info and find their Halloween gear. Good luck to all~! ^-^
I just got pumpkin head 1 and wanted horror head 1 so I tried this and equipped only the pumpkin head (with trick staff 1 in possession but not equipped) ---> I got trick staff 2 on my first trade after getting pumkin head and equipping it. That being said, I did have nothing equipped in my weapon slot.

About 1 hour 40 min after reading this post and 15k in Oranges i got the remaining 4 items i needed. (YAY ME 8/8) If some say that this isn't the only way it is done, then i would say it's still by far the fastest!
Also, i would like to add my findings. The last few items i collected were done by standing at 1 NPC till it paid off, even a "Jack-o-lantern". Soon as i got anything, i would move to another NPC that gave me a different costume. Before i made full circle of all costumes, i would obtain a rare/ex item. Not saying only Yag costume NPCs give "Treat Staff II", but soon as NPC that give you a Yag costume pays off, dont do Yag costume again till you get one of your rare/ex items.
Anyways, helps pass time trading all those oranges if you have a plan. About 3 hours and 30k investment isn't to bad for 8 rare/ex's. Thank you FrostAdora for you post, till i read it i thought i would have to wait till next year to get the rest of my items.
...I had the most luck when I traded different things. I would trade some oranges (either bought in windy waters or south sandy) then trade a few grapes or apples (south sandy). When I did this I got an item after a few trades, a good item too. If I just did oranges, I'd go 15-20 minutes with finally just getting yet another Jack-O-Lantern. And, supposedly if you wait an hour after your last treat, you have a better chance of getting a treat. I say b.s., but who knows. And to all the scalpers out there, who are charging 100g per orange and upwards of 1k per stack for cheap *** oranges: FU!!!! I didn't get suckered by this, but I feel bad for the ppl who do, and the idiots who charge 5k for a stack of friggin apple pies. Shame on you. It's no better than the gil farming troupes invading Vana'diel, imho.

As far as I am concerned I don't see why wasting time on this... ? I checked all the stats and even read somewhere that after this event is over it will be worthless... like the warp thing...
In windy, you can buy oranges for about 30-35 gil by the Odin gate. (I wish I had known that before I spent like 25k on the AH).
Also in Windy you can get costumes for: Skeleton, Quadov, Ogre, Ghost, Mad Fox, Yagudo, and Elvan. (At least that's all I've seen so far). Your costume wears off when zoning, which means you can't wear it outside. And you also can't open doors when you're wearing it either. So if you get a costume in one of the shops, you might have to wait a little while for someone else to come and open a door.

You will randomly have one thing happen: be turned into a monster (Quadav, Orc, Yagudo, or any undead creature) get Trick Staff II get Treat Staff II get Pumpkin Head II get Horror Head II get a Jack-o'-Lantern (food)
I don't know if you can get any other items, and though I have been told you can get the regular Pumpkin head (not the II), I find it hard to believe since that would defeat the purpose of making the IIs.
Yeah, I got the 2 new pumpkin heads, but the original 2 staffs from last year's event. I have also seen the original pumpkin hats, making a total of 8 equipment items that you can randomly get, plus the Jack-o'lanterns.
This Can be obtained by trading any sweet to the Halloween NPC's. The cheapest way to do this is to buy Sandy grapes from the Grocery Store in South Sandy for like 75 gil (Asura). The same process can be used for: Pumpkin Head I, Trick Staff, Treat Staff?, and costumes.
