You can fish them out of the moat surrounding the Temple of Ugly People in Yhoator Jungle. Used a Lu Shang's rod with trout balls as bait. Need 4 of them to fully cap your GP.
Not sure where else you can catch them. Didn't feel like trying all the bodies of water in both the jungles. :P

Just to confirm, for those who've given up hope by now.
Trout balls at the pool at J-11 with the water fall DO work. Out of one stack, I got 4 Catfish and 6 mobs, and it took me about 90 minutes at 80% moon. They do bite - eventually.

So far all I have caught here is monsters and rusty buckets.
