its only ballista... you cant get any ballista items anywhere else
Havent seen this at the auction house...if It can be sold there...nor any NPCs so any clue as to how to get it?

I know for sure, you can get it from the NPC (forget the name) at the top of the stairs outside the mog house in Ru'Lude Gardens. You just need to trade points for it.

I don't want to be the "Where can I get this?" post, but quite honestly, I'd be willing to solo Promyvion for a good quantity of this stuff.
