There is a way to obtain this hat in December 2005. Here is what the theory is:
1) Put a Chritmas tree of any nation in your moghouse (this can be bought in Windy, Sandy, and Bastok for 10k from the moogles in the moogle tent). And yes, you can have all three trees in your moghouse. 2) Get a "normal" dream hat from the same moogles for 10k if you do not already have one from last year (this is not for sure, but I'm fairly certain you need a dream hat). 3) If you got a Christmas tree from Sandy, for example, raise your "Smilebringer fame" by giving out presents (air riders or fireworks) to Children in Sandy. (Note: I would find it alot easier to give these out in Sandy and Bastok and NOT in Windy, since little tarus to me, look the same as adult tarus... heheh..). Also, you can give multiple presents to one child, until he/she says "I cannot carry any more presents". I only gave that many to two children and received the dream hat +1, BUT I also raised my smilebringer fame last year, so maybe new people need to give out as many as maybe 4 children can take. 4) Now that you've done pretty much everything, I believe you have to wait one RL day or maybe just one gameday (that's what it took for me, but someone told me it's one RL day... maybe it's when it is the next RL day in Japan?). Now go back to your moogle (where you have your own furniture and stuff), and he'll give you a present! I think you have to wear your normal dream hat now (I didn't take any chances), and once equipped, "Use" the present your moogle gave you outside your moghouse, and the present will blow up like fireworks. And finally, check your inventory, and you will see Dream Hat +1!
My question before I used the present was: "Well, how does your normal Dream hat turn into a Dream Hat +1 if it is equipped??". Hahah! Cool thing is, you will see both the Dream Hat AND Dream Hat +1 in your inventory! Personally, I just dropped my old Dream Hat...! :P
This item is also available through the Gold World Pass Benefits. After you give someone a gold world pass and they play for a certain amount of time you are eligible to choose an item, this is one of the choices.
there is a easier (at least I belive its easier) way to get this. also you dont have to spend any money on Fireworks!(this is taken from another of my post under Dispense: Ginger Cookies
1) just have to buy or have a regular hat and buy and place a tree into you mog house 2) In North Sandy near the gate to west ronfare theres a moogle shop(there is also one in Windy Waters near the shop and Rarab's Tail, and in Port Bastok near the Residential Area) which sells the hat and tree 3) Next to one of the moogles in each city is a NPC with the dream gear on; in San'doria he is near the moogle shop, in Windurst he is in Windurst Waters by the exit to West Sarutabaruta, in Bastok she is near the chocobo stables in Bastok Mines. 4) Talk to the smilebringer and they give you a "Present for the Kiddies". Trade this to any of the local (or foreign) children to bring "Barrelfulls of joy to the children of Vana'deil"
You may only get one present a day and I got the Dream Hat+1 after five "Presents for the Kiddies". Happy Starlight Celebration!

you get the +1 version and the reg version because when the "present" "explodes" it creates the +1 version in your invitory, and since you already had the reg version, you wind up with both.

I just finished this and post is correct. I obtained my dream hat +1 the exact same way. Rate up! Thanks for the post. Now, what about the dream robe. Is there a +1 version?
i was told the dream hat had a hidden effect that saved exp when you raise someone. so when i raise someone wearing the dream hat they save 15% more exp. if i use the +1 hat they save 20%. anyone else heard this rumor? i may be wrong but i was told by another whm and i haven't had a chance to test this theory. i hope its true.

Plus on a final note these cookies gave me the runs ><<

When used, It dispenses randomly between 1 - 10 Ginger Cookies. This may only be done once every 24 hours after being used. However, the last 30 seconds of the timer must be depleted by actually Wearing the hat, if the hat is not worn after the timer hits 30 seconds, the timer freezes until the hat is worn for the final countdown. If the hat is taken off inbetween the final 30 seconds, the timer will reset itself back to 30 seconds, therefore you must use the hat whilst wearing it, you CANNOT take it off then use it.
Says it dispenses Ginger cookies. From my experience, it randmoly gives you 1 - 10 cookies per use. Dont know if it gives more, but thats teh highest and lowest I have gotten so far.

I think it actually dispenses cookies based on the number of days you leave it. For instance, if you don't use it for four days, when you use it on the fifth, it will dispense five.
I'm unsure and have such a poor sense of time, that I have no way of actually proving this one way or the other.
I can confirm that this isn't true, as I've used mine every day since I've gotten it and I've randomly gotten between 1 and 10 cookies, as AnimalOnSylph has stated. As far as I can tell, it's just completely random.
