How? it's a key item for the Windurst storyline. You can't actually do anything with it. Anyone can do the SOB quests, but it's still Windurst storyline.

Do you really just need to defeat Fenrir as a rank 10 Windurstian to get this item, like it says up there, or do you need to have all the SOB quests finished as well?
I'm still stuck on that darned cactuar hunting one, and I'd like to know if I should hold off on fighting Fenrir till I finish it and the others.

Yes you must be Rank10. I first defeated Fenrir when I was R9 and did not receive this item even though i had already compleated the SOB quests, when I defeated him again at R10 I got it.
My friend defeated him for the first time at R10 and recieved it meaning you must do both and can recieve it on your first defeat.
You however do not have to have compleated all of the SOB quests to receive it. Although until you do finish the last SOB quest, speaking to Kohlo-Lokko will not trigger anything special.
So yes, you must be R10 windurstian to recieve it. You will not get the item if you are from another nation and have compleated the SOBs.

anyway its a key item. Fenrir asks you to "give this to the children." The children in question are the members of the SOB brigade.
If you have completed all the SOB quests, presenting this item to Kohlo-Lokko will tie up the loose ends in both the Windy Rank and SOB storylines.
Honestly im very happy they included this as the SOB quests left me hanging. I like the closure

Not unless you've completed Windurst 9-2. You don't have to *currently* be Windurst rank 10 (you can have since switched to another country) but you do have to have gotten it in the past.
Suffice it to say that the plot of the Windurst missions and the plot of the SOB quests tie in together (regarding Fenrir and the Joker cardian). And it wouldn't make any sense to get that darkened mana orb before it actually lost its power in the Windurst missions. :P
All the more you get from this is a cutscene (a nice heartwarming cutscene that ties up the story nicely, but "just a cutscene" nonetheless), so it's not a really big deal if you can't get it due to not having rank 10 in Windurst.
