I assume this is used for an ENM entrance to Bearclaw Pinnicle. This item is gained by talking to an NPC (Sorry, name escapes me) Galka just inside and to the left of the entrance of Ulegurand Range. He tells you to go find ice and fill the bag.
Once you talk to him, he will give you the item...there is no prompting asking if you will do the task or not. He just hands it to you. It is rare/ex.
Upon talking to him again (I haven't gone to fetch the ice) he speaks of how cold it is and that if you were wearing gloves like him, you would be warm.
