And as I've said before, if it was base on the Icon next to the WS 90% of the gorgets are useless because 90% of them are grey/white.

This and the 7 other gorgets dont activate by day or weather, and im 99.99% positive that they DO NOT stack with the obis.
Gorget latents activate based on WS element, therefore you macro this in for a WS with a certain element...SAMs get the most use out of this since i think most of their WSs are element-based.
Obi latents activate based on day/weather
example: dark obi = Aspir/Drain potency +10% on darksday, +10% on 1 dark weather, +20% on 2 dark weather...all together you can have +30% potency, and the light obi does stack with cure spells

I agree with your logic on this, especially since the obi's state the date/weather thing.
However, where do I find out what element my weapon skill is if it is not obvious? Obviously Thunder Thrust is lightning, but what about Penta, Double, Vorpal Thrusts, Skewer, Leg Sweep, etc?

might have something to do with the elemental day of the week to activate the latent.
the quest for this item is repeatable.
that makes me think that we are meant to not only do the quest and get say the thunder element obi, but to do it again and get the thunder element gorget and to use them both at the same time.
that way, the obi makes the gorget think its lightning day or w/e and the latent activates.
so maybe just macro the two items in for a WS, then put on your normal equip?

at any rate you could just make a weponskill macro( which i already do and highly recomend) that swaps this in for a your WS then swap back defense or evasion items as needed.

actually, i'm thinking thats its not the DAY that activates the latent effect, but instead, i think that its the element of the weaponskill that you might be using ie: if you used raiden or thunder thrust while wearing this gorget you would gain the effects of the latent

I'm guessing the Latent Effect is active on Lightningsday, considering that there are 7 other gorgets from the same quest, all of which have the text "Latent Effect: Increases weapon skill accuracy and damage"

They're probably better than Royal Guard's collar for weapon skills but not for TP building. Just macro it in.

Looks really nice to have for the upper lvls whose weaponskills miss a good amount, but the only downside to this that I see is the fact that there is no defense at all on this thing. Not much of a downside though, cause paladins, which I asume are the tanks at that level and the only real people that need alot of def., need to recover mp so their chance of useing a ws isn't really good. Only lvl 41 so forgive me if I'm wrong, or am incorrect.

Actually, this is quite the opposite. At lower levels - pre-41 - Paladins have to rest a lot.
My RL husband is my static PLD - PLD74 to my RDM74, and he's an Elvaan, so limited MP pool - and he rarely actually has to rest after battle. In between chains, he'll usually rest to full MP, but rarely while we're still fighting. Refresh + a good sense of how to use his MP = no resting.
He can blow through almost all 200 MP in one fight and still be okay for the next if he has Refresh the whole time.
