Even though this doesnt affect blood pacts it does affect cure's something we smn'ers get forced to pretty much do if we wanna party and as such any bit of mp we have left over is allways appreciated. even if it is only 10-20 mp at the end of a fight.
I was duoing with another smn'er for around 20 minutes and managed to beat HQ version father frost. got drop and gave to friend since she won lots -_-. Says on average you might save around 1% mp on a full bar

Does conserve MP affect the mp cost of blood pacts? or is it spells only?

This is also dropped by Father Frost, the HQ version of Snow Maiden. Neither one is a 100% drop. I'm 0/3 on Snow Maiden, 0/1 on Father Frost.

Finally got the drop after 8 kills of Snow Maiden. I never saw Father Frost again after the first time...

Isn't father frost one of those new NMs that are basicly "don't touch Snow maiden for 24 hours" or something?
he's rumored to be one of them....but it's not confirmed yet, cause no one's really stood there for 24 hour watchin Snow Maiden to see if it's true
