You are indeed right :) That's me right there, inspired straight from Sealab 2021 itself. This is the only weapon of its kind on the Phoenix as of now, so I'm happy to have a picture up here finally hehe :)

I'm willing to bet that the person got his name from Sealab 2021, where Chopper Dave was Captain Murphy's favorite TV Show/Character.
Now... that may have had roots in Fraiser, may not, I dunno... but the person's insperation for the name was more than likely Sealab 2021
