So far there are only 2 of these on siren server. Look really nice considering its an HQ of an already rare piece. Nicely enough, BOTH of the HQ are belonging to the leaders of my HNM shell ^-^
The Refresh is the same as the normal Duelist's Chapeau: 1/tick.

Agreed. I don't see how "Refresh" effect and "Enfeebling Magic Skill +15" DON'T make it the best piece of headgear for RDMs. The +15 enfeebling skill ALONE are more than worth it for this item. Combine with AF1 body and you've got... what, +30 enfeebling right there? I'll take that anyday to land my enfeebles. No fast cast bonus? So what, macro in your original pimp hat and you still get fast cast added with your spells.

Not just the Refresh + Enfeebling, because the original Duelist's Chapeau has that. The +MND (which alot of RDMs stack to the hilt) on TOP of the 15 Enfeebling is what makes it really shine.

Yes, the normal version of the Duelist's Chapeau gives you 10 wind resistance. Here you lose that but gain 3 MND and 14 HP in its place. Pretty fair deal.

I hope this armor actually looks different than regular duelists chapaeu, it should since its such a rare item. They need to give some boost to en-spells too^^. WHats the MP tick on added refresh ability?

More than likely 1 mp/tic, just like all other equippable items in the game that give a refresh effect.

Isn't there any wind resistance like the original Chapeau or am I wrong?
So... lemme get this right. You spend ages hunting for the Duelists Chapeau -1 as well as hunting down regular relic gear (The Duelists Chapeau), just for an extra 1 defense and 14 hp? Are we the only job who's getting gypped here? Well, I suppose the added MND is always handy, so its not all bad. Whether or not that alone justifies the lengths you need to go to in order to get this item is another matter.
