This is not as good for paladins as you think. The purpose of a PLD is to get and maintain hate, and -2 makes it harder for a PLD to do that since it apllies to every action they make. Sure a few extra cures may seem nice, but a PLD's cure spells are much weaker than that of a WHM and those cures arn't gonna help much when you can't keep the mob of the mages.
