I was wondering if this hat actually adds Haste without it being casted? I rarely get hasted & this item seems pointless to me unless it adds haste without it being casted on me. Can anyone verify if it does please.
Unless it says Latent Effect or something, ALL gear that has a +haste effect is given without haste being cast.
