i was only able to obtain this quest after completing "A Taste For Meat" and giving the dude behind the bar 5 hare meat. i went to each of the three locations listed in previous posts and
Outpost West Ron: worthless scraps of paper
Fence directly across from Knightwell: worthless scraps of paper
Behind stone fence just before entry to La Theine: Obtained Gulemonts Doucument.

I found the quest and the 3 ???'s but when i press enter it just says you find nothing special, i've also tried digging it up with a chocobo but this doesnt work either. Can any1 help?

searched The Outpost at West Raunfare, Near the entrance into La Theine Plateau, and Knightwell at West Raunfare. got the ??? when i enter on keyboard just get finds nothing interesting.
is there more than 1 lot of ??? in each location as couldn't find any. help i can't find the papers lol.

went back to bar and spoke to the guy and he said thanks for finding papers. even though i didnt must of been fixed in one of the patches

THIS is absolutely accurate. I've tested it a couple of times. I couldn't get the mission either, and I tried this. Immediately after turning in the hare meat, I talked to Gulemont, and he gave me the mission. The hare meat didn't make much of a change to my fame, either.
I then made a new character, and did these two quests back to back. I was able to get the second mission right after doing the hare meat.
So yes, the meat mission is a prereq for this mission.

i searched all 3 locations 3times already but couldn't find the ??? target. how do i search for it? do i have to click around? or is there any trick?

The coordinates for the LaTheine entrance ??? are F-11. You do not go into LaTheine.

I've tried the outside locations of Knightwell, Outpost & La Thiene entrance, and just got scraps of paper. Then I tried the S.Auction House, and the Westgate, and couldn't find any ??? around there though I tabbed every nook & cranny there. Any help in direction maybe?

I've concluded that there are only 3 areas for the ???. They are Knightwell, Outpost in W.Ronfaure, and the entrance to La Thiene. One of those places will give you the Documents as a Key Item, and there are no ??? around the South Auction House, or at Westgate. However, if you don't have the quest to start with, you will only get "scraps of paper" if you check the ???.

when you search the correct location, u'll recieve a key item called "Gulemont's document"

I did this quest, it is the same as the Dismayed Customer, I found the documents at the wall on the side of the La Thiene Plateau (I forgot the coordinates, see the other quest.)560 gil is the reward.
