i just did this quest last night based on the info here and i wanted to add in a few things that were left out and might be important:
Level doesnt seem to matter except for the higher level you are, the less help you may need to ask for. i am fragile dark snowflake, a level 21 Black Mage Mithra. i am rank 4 and *that* does matter. If you arent rank 4, Luto (the NPC) wont even *hiss* in your direction!!!

Out of eight possible characters for PC selection, there is only 3 choices for your FFXI neopet. i kinda goofed on this part but my luck held and i still got a npc i like >^^< its a good thing too, i dont think there is a way to change it.
Necroplis NM:
i should explain that our group was a lv 62 WHM, lv 55 RDM, and me the lil sister, lv 21 BLM. We spawned the skeleton NM and i got one spell off before the thing was dead. i was so nervous and it died so quick that i was actually happy that we had to do it a second time for the WHM because this time i got a whole TWO spells off before it was dead again.
Our NPCs were only on the screen a bare second before it was over. my partner in crime, Lilslave, had to do this part twice, she killed it too fast for the NPC friend to spawn. so dont be too nuke happy!
To get to the skeleton you need to enter the Necropolis at g-8 in Batilla Downs, you do need to enter and walk down the tunnel, the ??? will be on your right side.
We all warped back to Jeuno for the next part.
When you travel to San d'Oria for the final match, everyone here was saying how easy the last battle was and everything. NO ONE mentioned that the NM is a "Carrion Dragon" once you get past the hut!
Now Lilslave and i went in and found out afterwards that our RDM best friend, Dragonknight, could not enter only watch. This was because he had not done the quest, he had just tagged along. so if you want help, make them do the quest.
there is a lv 40 cap so Lilslave went in as a lv 40 Summoner instead of WHM and used 'Leviathan' to battle the Dragon. I brought two hi-potions for insurance and never touched them. Remember i am a lv 21 BLM for this fight so once Leviathan had the aggro this was all the spells i got off before we won:
2 Thunder
2 Blizzard
1 Water-ga
Our NPCs barely had a scratch on them. so now i have a new friend to try and figure out how to use. i hope this post fills in a few gaps in the facts.

SummaryLuto wants you to find out if the person you chose from her list is holding a certain mirror. WalkthroughYou need to be at least Rank 4 to do this quest. Part 01 of The Fellowship Quest Speak to Luto Mewrilah in Upper Jeuno to start the quest. She will ask you to assist her with some research on magic mirrors. She will then have you pick a name from a list that she has. Depending on which NPC you pick to investigate determines which race and gender you NPC is going to be. Next speak to the following NPCs to determine your adventuring fellow's characteristics:

LOL soloed Eldieme Necropolis NM as 58 DRG/WHM. With Stoneskin and Blink I didn't lose 1 hp. Built TP to 100 for Penta Thrust on a Gazer before the fight.

Soloed the Ghelsba outpost dragon fight naked with just a centurians sword, 40DRG/20WHM, NM got me down to about 60% hp and never cured myself once.

sooo whats this bout restarting quest? i dont want a damn galka....ive already recieved the silver ignot....am i stuck with a galka?
Requirements: Rank 4+ and a job at level 30+ is required to start this line of quests, which ends in obtaining an NPC Fellow.
Talk to Luto Mewrilah to activate the quest; it doesn't matter whether you accept or not, she will proceed. Choose the race and name of the NPC Fellow you want, as listed below; there are eight possible names for each specific race and sex combination. maybe we can find the exact results.
i chose raka and talked to red ghost. i chose hair up and told the hume in upper it wasnt his fav color.. i got a brown haird mithra with a ponytail in back

You do not need Level 30+ job. I have done all of these quests, and my highest level job is a 26 THF.
As for Rank, I'm not sure. I was Rank 4 when I started this series of quests.
Edit: Also, I was level 25 when I got the quests.

you dont need fame since i only hsve like rank 3 fame in jeuno you just need to be rank 4

Upper Jeuno G-8/9 Outside the Temple of the Goddess.
Yup i can confirm what cyber said, was rank 3 couldn't get the quest, got 3-3 done and finally was able to get the quest started!

When I went to start this quest I was lvl 37, fame 3 maybe 4 (did not check), and Rank 3. But the quest did not start so I when and did Mission 3-3 and got Rank 4 then went back and got the quest to start.
Ok, there either has to be more NPC's, or the faces you can pick are limited -.-
(Since for every Race/Gender combo there is 8 faces - with 2 versions each)
I chose Gunnar from the list of Male Humes, the options i got from the 3 were:
Akta: "Ah, now I remember. Has a beard, if I'm not mistaken?" (Bearded Hume)
Kuah Dakonsa: "Did this person have bristly hair?" (Spiked hair)
Red Ghost: "Was it a guy with hair parted in the middle?" (Should length hair)
or perhaps there's something in which one you choose at the start maybe?
Any ideas?
(Trying for the ponytail guy - like Bheem)
From what i can gather of it, whichever one you say "yes, that's the one" to, is the one you end up with...

Ok, gave up looking, confirmed that the Red Ghost option is indead the guy with shoulder length hair.
Bheem asked if his hair was his favourite colour, i said yes ("coud be") and got the blonde version :)

First Speak with Luto Mewrilah, the feline. (is giving half *** verison to this) and JEUNO AND THE GARDENS IN RELATED BECAUSE IT IS PART OF IT FOOL~) cough cough, Then zone to Ru'Lude Gardens, (H-10)Akta, then move yo bootie to Upper jeuno once again then goe to Bheem F-5. THen back to teh Quester Giver. Hence Luto Mewrilah. After all the blood sweat and tears are cleared. you earn a Silver ingot for this Easy first part. Second Quest. Zone then zone back and respeak with her, then goe to Bheem, he will mumbble Eld -necro (the big mean scary skeleton place lol) then goe back to Quest giver again just in case, then head to Eld necro, the Zone pos area is G-8, goe down into the tunnel (long stair case) and Tab hunt for the ???, you have to battle a Uber easy skeleton, in which your Selected Customized Npc pops and fights by your side, after you kill the bonebag, talk to your npc he/she will say he will bring the lil girl to jeuno. Hence meaning your going back to jeuno, goe to teh Quest giver once again (sigh again?!) and cut scene will begin. ending Part 2. Zone and rechat to the npc, then you will hear you gotta goe to Port San'doria,(forgive all my typos). Part 3 you must speak to a Npc
H-9 the Ninja Elvaan forgot his name. then you must goe to Ghas-outpost(orc land) Zone to there and you must Fight in a 3 Person only Bcnm 40 Caped. i did the math to this NM dragon you must fight and he has Correctly 1500HP its a easy fight because one main thing, Your Npc's will join you for the fight when the dragon hits halflife, its a fast fight. after you kill the dragon all you have to do is goe to Jeuno and respeak to the Npc. Then you get teh decent cut scent and you are Rewarded with a Lvl 5 Earring giving you the Power to Call your NPC every 20 hours apart, but be warned she/he doesnt last for long, only 15-30 mins pending on how many monsters you battle. but Its armor Evolves so far i got him (Feliz) into some hawt Plated gear set. Wrong, the three NPCs named do give different hair styles. I've gone to all three so far, and know they work. You might want to space out your posts a little bit too, shade hard reading everything.

You obviously didn't know you could talk to any of 3 different NPCs before talking to Bheem.

I have lvl 8 fame in Jeuno but i still cant start this quest does anyone know if there is also a level requirement
You have to be level 40 with a job before you can get the quest.
not true..my brother did this quest and his highest job was 38 blm :)

Think i might have found away to get the NPC 2 times aday. Tossed my Pearl and talked to my NPC at the Point in rulude she gave me a new pearl that was rdy to pull her out again not sure how often you can do that but i was able to get her out 2 times in less then 30 minutes.

Don't know the fame, but it is known that you must be at least Rank 4.
If anything as always there's millioncorn to trade in Selbina. Since all roads lead to Jeuno...so does fame.

I have done Gobbiebag Part 1 and RSE (legs) and i still cannot get this quest! What is the fame level for this >.> im assuming 4/5 O.o stupid SE

Does anyone know what fame level you have to have to start this quest. I'm assuming i should start getting jeuno fame before i even start.
The reward for finishing this was a silver ingot
