Unlucky rat is out of machine oil and one of his machines needs to be oiled up. Bring him some slime oil to fix it. Slime Oil drops off various slimes.
Doing this quest saved me 20k ;) I'm glad it drops from more then just a BCNM. I've done Shooting Fish on my Summoner, but I always sell the Warp scrolls. I didn't think I'd level BLM anytime soon. :P I'm about to use the scroll. Get ready! I'm going to tele~ like crazy now.
I can say being from Windurst is taking me longer to get this quest flagged than what others are saying. I know I have done more than 12 quests and I still don't have it. I don't like doing many repeat quests if I can help it. I am sure there is more to the getting of fame than the number of quests completed.
Do the Mom the Adventurer quest 10 times. This will give you lv 2 fame that is needed for the Warp Quest. You can get the copper ring from the shop right next door and it costs less than the reward you get. Net gain, few hundred gil and 10 fire crystals.
This is from Lakshmi... In Bastok, a stack of treant bulbs go for 700gil. Slime oil goes for 600gil. That's 1300gil for the materials. All I did was trade one bulb to Salimah between each zone (I didn't have a warper, so I zoned at the mines). If you time it right, you can stand to make anywhere from 1200gil to 1800gil for the stack of treant bulbs. Once you do that, run to Unlucky Rat and, after talking to him, trade him the slime oil. He will then give you the scroll of warp. DONE! In Bastok, warp sells for about 25k-30k on lakshmi. Not sure about windy or jueno. I'll check those and reply back. But it's an easy quest and I already have two scrolls (made extra mules for it).

For those who are stingy about time (and money, I suppose), you only need to turn in 10 treant bulbs (possibly 9, I only checked in increments of 2) if you start from 0 fame before you can get this. Putting this out there since that quest requires you to zone.

I started a mule in Bastok, so I had 0 fame. Bought a stack of Treant Bulbs, did the Gourmet quest, boom, lv 2 fame. Talk to the NPC, he'll say something about oil, just trade him the oil and you have Warp.
although an easy quest when i first went to do it didnt have enough bastok fame >.< (form sandy) so took la thine cabbages to selbiana and tryed again i got it =)
I'm from San d'Oria and previously had no Bastok fame (well, I think I might've done that flint stones quest there like twice). I was really itching for this scroll, so I stripped down to the buff and loaded up all 30 slots with stacks of La Theine Cabbage which my mule had bought in Windurst. Since my homepoint was in Valkurm, I changed to a level one job (THF, since I'd have Perfect Dodge in case I caught aggro) and deathwarped there. I gingerly made my way to Selbina and proceeded to trade in the cabbages to the sheep guy with the impenetrable accent. When I trekked to Bastok, this quest was ready and waiting for me.
And as a bonus, I had enough fame for the Drain quest in Sandy AND the gobbiebag in Jeuno! Only takes one trip, guys!
This quest has a "Bastok fame: Level 2" requirement. This quest needs to be updated so that people that are trying to get this quest know they need to putz around in Bastok a little.

I'm not sure how much fame you actually need to complete this quest, but I do know that you can do the Selbina quest "Only the Best" with 1 stack of boyahda moss and 1 stack of millioncorn to get enough fame. It might be a good idea to gain as much Selbina fame as humanly possible, because this also boosts San d'Oria and Bastok fame, where you can quest Drain and Warp.
I've had this quest since rank 1! >.> lol all i did we're simple quests like the ore quest, the grocery quest, and stuff like that and i recieved the quest, lol never did any cabbages. :) im rank 4 now all i need to do is actually complete the quest =P
LOL I think this description of how to do a quest is the WORST i've seen. ever. It is 3 sentences. I know it's not a hard quest, but what about the people who just need more instructions. /sigh Well that was my 2 gil.

ok, just want to add that I took 57 stacks of la theine cabbage to the "only The Best" quest (or whatever it's called, but the one in selbina). I bought each stack for 276g from my local zulkheim salesperson (first booth going north from san d'oria east gate >.> sorry, find the zulkheim people in yor home country if you're not willing to go to sandy.) after turning these cabbages in (for a mere loss of 2052g plus traveling expenses, which ended up being 800g and 530 exp for me [I forgot to use invisible trveling from the outpost to serubina -_-]) I took a quick trip to Mr. Rat in Bastok and warped back to Sandy ^_^..(well, to sarutabaruta, then outpostported back to sandy..XD)
57 stacks!?? As in 684 cabbages?!? Holy sh*t thats a lot! And buying a stack for 276g would net you MAJOR profits, since he gives you i think 600g per cabbage you turn in, so im going to guess that it wasnt 57 stacks...
... wow imagine 60 slots of cabbages (well 59 to be able to trade) would be 708, at 600 each would be 424,800 minus the cost of the cabbages would still be the easiest 408,516 gil you have ever made, with no competition or risk, like in farming or camping NMs. Steady flow of money while watching t.v. or (for those on ps2 with a comp next to you) playing something else, from buying and selling to and from NPCs, of course that would get nerfed so fast that the universe would implode or something. I forgot why i wrote this...
Actually, you get 600G for every 5 cabbages, but nonetheless, at 276G a stack, you still can make a lot of gil from this if you're patient and do it enough. You make about 1000G back per stack, so if you did 57 stacks, you would make 57k. It's not 400k but it's still good gil, especially for lower levels.

There's pretty much no way to buy a load of any of these three items below the quest reward price. I was just pointing out that you only lose a few gil per turn in, whereas you'd lose around 600 gil per turn in from moss, on my server at least. Unless you bought singles...(<--- not worth the slowness)

i was taru from windy, never donw a quest in bastok. OF course didnt allow me to get the quest at first, just gave 21 trent bulbs and i got it, though maybe less are enough ^^ easy to do, and didnt have to bother reading for quests. bought the trents, give them to npc, zone, give again ^^
I checked my fame at it read that I was nothing more then a snail or something like that but I got the quest anyhow ..and I did it.. kinda stinks for the rest of you who did alot of quests to get your fame up
i admit i do not remember exactly when i completed this quest. I do, however, know and am certain that it was before i was even lvl 20 on my main. An ls member struck up a conversation on easy ways to make money quickly and this quest eventually came up. I thought "what the heck" and went back to bastok to try it out.
Got the quest first time i asked.
My character is Bastokan and hume, apparently that might contribute to getting the quest as early as i did. Also, i had about 8 or 9 quests finished when i talked to the npc, so the quest wasnt hard at all for me to get.
As for someone of another race and/or city, i believe that that takes a part in the lvl of fame needed to aquire this quest from the npc. Just try and bare with it and as people have posted, do the gourmet quest. The scroll, in my opinion, is well worth the bit of running to zone and give her the food a few times. Especially if your a blm. Hope this helps^^
taru from windy, with rank 3 windy fame, no quests done anywhere but windy except for choco quest in jeuno.. took me 14 turn-ins of gourmet quest to get this... tried at 12, no go.

I was clued into this quest accidentally, I am a level 5 BLM so its not too important to me, but while trying to do a quick simple repeatable quest for money, the quest changed on me, and a firend advised that i could get warp quest then, so i did it, no problem at all.

The Gourmet quest is given by Salimah, in the house at L-8, in Bastok Markets. Salimah needs certain items at certain hours to for the meal she is cooking. This quest IS repeatable, but you are required to move to a different area and back (zone) before you can repeat it. Logging out doesn't work (I tried it, would have been quicker). Zoning into the Bastok Mines is pretty easy from the house, just check your map. While this might be a PITA to do 10 times, you will actually make money doing this. Here's the breakdown of which items she needs, which hours:
Treant Bulbs- 0600-1159, a reward of 200 gil. Purchased in the Bastok AH for 1200 a stack, or about 100-150 apiece.
Wild Onions- 1200-1759, a reward of 350 gil. Purchased in the Bastok AH for 4k a stack, or about 350-400 apiece.
Sleepshrooms- 1800-0559, a reward of 200 gil. Purchased in the Bastok AH for about 3k a stack, or 250-300 apiece.
Obviously, if you do this at the right times, using onions or bulbs, you will make money. You'll make more using bulbs. Note that even if you hand in one of these items at the "wrong" time, you will still receive a reward of 100 gil. So, even if you buy some treant bulbs and turn them in at an offtime, you will still break even on these turnins.
Once you have completed 10 quests, purchase a slime oil from the Bastok AH for about 6-800 gil. Turn it in to Unlucky Rat once he has given you the quest, and you get the scroll. That easy!
As you can see, you can have fame, 3-500 gil, and the warp spell, all for about a half hour's work, including the time you spend buying the items.
The gourmet information is good. Unfortunately you have to remember that fame is not earnt evenly for every PC depending on home town and race. Basically the matrix is about as follows
Home town & home race : Max effect Home town or home race : Med effect Neither home town nor home race : Min effect
The differences aren't massive but they can be self-evident when you compare a hume from Bastok earning fame in Bastok compared to a Taru from Windhurst doing the same missions.
Also - repeatable quests earn less fame than doing uniques - and quests that give a title are better fame providers than those that don't.
I's suggest the fame thread on the mission forum if you want better than regurgitated details :)

i'm pretty sure people know that this is a BLM spell. You see other job groups trying to get this scroll to sell. Since its easy to get and you get 10-15k gil when you complete it
Uh, read on, dude. The reason people point out it's a BLM spell is because others keep saying that it's a Lv1 scroll usable by all jobs, oblivious to the fact that Warp is not Instant Warp scoll.
