Slime oil is what you need... And this quest requires fame. I had to do 15 bastok quests before he would give me quest.

Theres a quest in bastok to get this spell, you have to go kill some creature frome somwhere and bring back the slime from it, and you get the spell.

In Bastok, for 1500 Conquest Points you get a spell called "Instant Warp." Is that this spell without any cast time, or is it a higher level spell?

Instant Warp isn't a spell you can learn, it's just a one use scroll. It's also a bit of a misnomer, as it's not instant... cast time is about 10 seconds.
Still can be handy for getting out of a mess if you don't have other means of doing so.
