can a monk sub a puppetmaster and get even quicker h2h or does it not work like that?
Doesn't work like that.
Traits don't stack, only the highest version is in effect.

The "Martial Arts" abilities lower the delay of hand to hand attacks.
MA1 lowers it from 480 to 400.
