there are plenty of high lvl thieves, just they are Japanese and probably dont read allakhazam.
as far as I know, some passive ability will improve as lvl gets higher, but since you get this ability at 55 i doubt u wont get much improve at 70.

It will be around the same percentage as double attack I imagine.
