I got it at level 1 and got rng about a week ago so it is not changed. Not sure about remote scan or tracking though.

You get this skill just for just being a Ranger (ie. from level 1). It enables the 'Wide Scan' button on the map screen.
You get a list of the names of all mobs and players nearby. When you select one, you get the option to 'Track' it, which adds a blip to the radar so you know which direction to go to find it.

Wide scan doesn't provide names and/or locations, and track doesn't give blips on radar. It provides names/locations of mobs and NPCs, and when you chose one to track, it shows an arrow on the outside circumferance of your radar to guide you to it.

I thought you got Scan at Lv1. I played PS2 beta, and could have just forgotten/remembered wrong, but I thought this was one of the three ability you start out with.
