I discovered using an elemental staff also increases your level of protection. This is in addition to the Barspell, but is only vaild while you are equiping the staff. I saw a 20 point increase when using the HQ staff over no staff. (I was testing at level 75.)

Little note that Barwater does not take 3 seconds to cast. It takes 0.5 seconds, even faster then Dia.

While the subject line makes it look like I don't know what AH means, I do. Just I searched San d'Oria's AH, Windhurst's AH and Bastok's AH and none of them have Barwater for sale.
Now, my question is ... where does one get Barwater? You'd think that with all the mages running around the spells would be available. That is, unless someone is hoarding all the scrolls and selling them selectively.

Click on the Scroll: Barwater link above. It will tell you where to get the scroll. I would have though they would have it on this page, but I guess not.
